Short answer
Sri Lanka is fairly accessible by frontier-market standards — easier than Pakistan or India, harder than BRVM or Uzbekistan. The CSE/CDS explicitly supports remote onboarding for non-resident individuals via the CSE Mobile App or web portal; an in-person visit is not normally required for the broker account itself. The binding constraint is the Inward Investment Account (IIA) — a designated Sri Lankan rupee bank account required to move money in and repatriate proceeds. That bank step is the practical hurdle. No offshore-listed name replicates broad CSE exposure — the two foreign-listed plays below (Ceylon Graphite, Capital Metals) are niche, speculative mining juniors, not a market proxy.
Best practical route
- Contact NDB Securities or LOLC Securities — both explicitly market remote onboarding for foreign nationals and publish full document lists.
- Open a Foreign Individual CDS account through the CSE Mobile App, web portal, or directly with your broker.
- Open the IIA bank account — ask your broker which of their banking partners supports remote IIA setup; if you have an existing HSBC, Standard Chartered, or ICICI relationship with Sri Lankan operations, try that first.
- Fund via the IIA; trade through the broker’s ATrad-linked interface.
- Budget 4–8 weeks from first broker contact to live account.
Document certification (passport, KYC forms, foreign investor declarations, proof of residency) can be handled by a local solicitor/notary, a Sri Lankan consular officer abroad, or in some cases the broker itself.

What you can actually buy

Tax, documentation & residency friction
- IIA bank account is mandatory for inward investment and repatriation. Some banks support remote IIA onboarding; others require couriered originals, video KYC, or a physical branch visit depending on citizenship and risk profile.
- Document certification required by most brokers: acceptable signatories include a Sri Lankan diplomatic/consular officer, a local solicitor/attorney/notary, or in some cases the broker itself.
- No published regulatory minimum deposit for a foreign individual CDS account; some brokers advertise easy onboarding with no minimum.
- Costs to confirm with each broker: brokerage commission (typical CSE range: 30–60 bps), CDS account charges, ATrad fees, custody/statement fees, IIA bank charges, FX spread (USD/EUR ↔ LKR), repatriation fees. FX and IIA charges often exceed the commission itself.
- No in-person visit required for the broker/CDS account; the IIA bank step may require one depending on your bank and citizenship.
Verdict
The CSE and CDS have built explicit remote-onboarding infrastructure for foreign retail investors — a meaningful structural advantage over Tanzania (local bank account required) or Pakistan (SCRA process with SEBI registration). The IIA bank account is the only real friction point, and it is solvable with patience and the right broker relationship.
The market itself is interesting post-2022 sovereign debt crisis: hard reset (IMF program, restructured external debt, currency stabilisation), equity valuations depressed into 2024–2026 even as the macro situation improved. One of the more compelling risk/reward setups in the frontier universe for value-oriented investors willing to commit 4–8 weeks to the onboarding process.
