How to buy UAE stocks (ADX & DFM) as a foreigner

Short answer: use Interactive Brokers. Since 9 December 2025, IBKR offers direct access to both the Abu Dhabi Securities Exchange (ADX) and the Dubai Financial Market (DFM) — no UAE visit, no investor number to obtain yourself; you fund in your home currency and it converts to AED. That makes UAE one of the most accessible markets in the Gulf. If you want only the big names with even less setup, eToro carries 30+ ADX large-caps, and the iShares MSCI UAE ETF (ticker: UAE) gives diversified exposure through any Western broker.

IBKR is the default — direct ADX and DFM equities through a standard account, with the UAE market-access plumbing handled for you (you don’t obtain an ADX Investor Number or DFM NIN). Confirm the access is enabled for your specific account/jurisdiction before trading.

Can you use IBKR?

Yes — that’s the headline change. Before December 2025 the UAE meant local-broker onboarding with notarization friction; now IBKR provides clean direct ADX/DFM access for any eligible foreign individual. (UAE has no capital-gains or dividend-withholding tax, and no residency permit is required to invest.)

Local broker route (for the full exchange universe)

If you want names beyond IBKR’s coverage or eToro’s curated set, UAE-licensed brokers with explicit foreign onboarding include xCube (the most foreigner-friendly), Al Ramz, and EFG Hermes UAE. The trade-off is the traditional setup: an ADX Investor Number (for ADX) and a DFM NIN (for DFM/Nasdaq Dubai), plus documents that may need notarization. Avoid bank-affiliated brokers (ADCB Securities, Emirates NBD Securities) unless you already bank in the UAE — they require a local bank account, which forces a visit.

What can go wrong

IBKR’s UAE access is new, so confirm it’s actually switched on in your account and jurisdiction before relying on it. On the local-broker route, the ADX Investor Number / DFM NIN paperwork and notarization are the friction; the bank-broker trap (needing a UAE bank account) is the one to avoid.
