2026 update — Circular 08/2026 (global-broker order routing). Vietnam’s Ministry of Finance issued Circular 08/2026/TT-BTC (3 February 2026), part of the reform package behind the FTSE upgrade to Secondary Emerging Market status — on track for September 2026, reaffirmed by FTSE Russell in April 2026. Its headline change lets foreign investors place orders through a global broker, which routes them to a domestic securities company, without opening a separate account at each local broker. Two caveats matter for a retail individual, though: you still need a Vietnamese Securities Trading Code (STC) and a custody account, and the new dual-code / dual-account provisions are aimed at foreign fund managers and securities firms (institutional), not retail. In practice no mainstream global broker — IBKR included — offers Vietnam retail access yet; the local-broker + STC + IIA route below is still the way in. Global-broker routing is a market-structure reform, not a sign-up-with-IBKR shortcut.
Short answer
Foreign individuals can access Vietnam-listed equities directly through several Vietnamese securities companies — no local residency required. The process involves three sequential registrations: a Securities Trading Code (STC), a Vietnamese-dong indirect investment account (IIA) at a licensed bank, and a brokerage account. This paperwork happens once at onboarding; ongoing trading is then straightforward. TCBS is the lowest-friction starting point — it publicly offers foreign-investor online onboarding and states no Vietnam visit is required, though I haven’t verified that holds in practice.
Best practical route
Start with TCBS (Techcom Securities). It is the only major broker that publicly states foreign non-residents can complete onboarding online and then submit physical documents by post — no travel to Vietnam required. Treat that no-visit claim as unverified, though: brokers here sometimes advertise remote onboarding that doesn’t actually hold up for non-residents, so confirm before assuming you won’t need to appear in person.
Secondary candidates, depending on priorities:
- Vietcap — stronger English service, institutional-style support; requires STC and directs clients to BIDV’s Ho Chi Minh City branch for the investment bank account
- VNDIRECT — broader brokerage relationships; requires IIA/IICA plus STC and standard KYC documents
- SSI Securities — broadest sell-side research coverage; directs foreign individuals to contact specific branches rather than standard eKYC

Tax, documentation & residency friction
The three-step structure is the main friction point:
- Securities Trading Code (STC) — issued via VSDC or handled by the broker during onboarding
- Indirect Investment Account (IIA / IICA / FIIA) — a VND account at a licensed Vietnamese bank; governs how foreign capital enters and exits the securities market
- Brokerage account at the chosen securities company
State Bank of Vietnam Circular 03/2025/TT-NHNN (effective 16 June 2025) governs VND accounts for foreign indirect investment and clarified documentation requirements. Document expectations across brokers include notarized/apostilled passport copies and source-of-funds declarations; FPTS explicitly requires notarized and legalized documents.
Verdict
Vietnam is not one of the easier frontier/EM markets to reach as a foreign individual. The usual shortcuts don’t apply: IBKR doesn’t offer it, and neither does Boom/Monex. The only international-broker route I’m aware of is Phillip Securities (POEMS), which is obscure and effectively phone-order only. That leaves the local-broker route — a Vietnamese securities company plus the three-step STC + IIA + brokerage setup. Several brokers (TCBS especially) publicly state foreign non-residents can onboard remotely with no Vietnam visit, but I haven’t verified that, and brokers here sometimes advertise remote onboarding that doesn’t hold up in practice — so treat the no-visit claim as unconfirmed until tested.
For exposure without any of this, the London-listed Vietnam funds (VOF, VEIL) and Nasdaq-listed VinFast (VFS) need no local account at all.
The FTSE upgrade to Secondary Emerging Market status (September 2026) is the structural catalyst drawing retail interest. If you do go the local route, opening before that window is better than after — but go in expecting genuine onboarding friction, not a quick app signup.
