I have not opened a Romanian broker account. Based on Bucharest Stock Exchange materials, Romanian broker materials, and issuer GDR/delisting notices.
Short answer
Romania is one of the more interesting Central/Eastern European markets — real, relatively liquid by regional standards, with strong listed utilities, banks and energy names. And unusually for the region, Interactive Brokers covers the Bucharest Stock Exchange (BVB) — so a foreign individual can buy Romanian single names directly through IBKR, no local account needed. A Romanian broker (TradeVille and others) is the alternative, and for broad exposure there are ETF wrappers (the Expat Romania BET ETF on Xetra, and InterCapital’s BET-TRN ETF, also via IBKR). The old London GDR shortcut has largely closed — Romgaz and Fondul Proprietatea have delisted their GDRs. Currency is the leu (RON).
Best practical route
- Single BVB names, no local account: Interactive Brokers covers the Bucharest exchange directly — the cleanest route for a foreign individual who wants Romanian single stocks.
- Single BVB names via a local broker: TradeVille first for online/English onboarding; BT Capital Partners, BRD (ANYMA) or Swiss Capital otherwise.
- Broad exposure: the Expat Romania BET ETF (Xetra: ROX), or InterCapital BET-TRN (ICBET) via IBKR (Ljubljana dual-listing; settles in EUR while BVB settles in RON).
Broker options
BVB is accessed through ASF-authorised intermediaries. Confirm non-resident onboarding, English/remote setup, funding currency, and treaty withholding.
| Broker | Notes |
|---|---|
| Interactive Brokers | Covers the Bucharest exchange (BVB) directly — clean foreign-individual route, no Romanian account or local bank needed |
| TradeVille | Popular Romanian retail broker; one account covers Romania, Europe, US and Canada; English materials |
| BT Capital Partners | Banca Transilvania’s broker; major local route |
| BRD – Groupe Société Générale | BVB + foreign markets via the ANYMA platform |
| Swiss Capital | Institutional-heavy; described as a dominant BVB market-maker |
| Raiffeisen / Erste (bank brokers) | Worth checking for existing banking/private clients |
What you can actually buy
Core BVB names:
- Hidroelectrica — hydroelectric utility (a major recent listing)
- Banca Transilvania — leading domestic bank; BRD — SocGen-owned bank
- OMV Petrom — integrated oil & gas (Austrian parent, major Romanian assets)
- Romgaz — state-controlled gas producer; Nuclearelectrica — nuclear power
- Transgaz / Transelectrica — gas & electricity grids
- Digi Communications — telecom (Dutch-incorporated holding, Romania-centred operations; BVB-listed)
Tax, documentation & residency friction
- Currency — the leu (RON); ETF wrappers like ICBET settle in EUR.
- Custody — holdings register through Depozitarul Central; ask own-name vs nominee.
- Local account — confirm whether a Romanian bank account is needed and that the broker withholds tax correctly for your treaty residence.
Offshore-listed alternatives
| Name | Ticker | Exchange | Notes |
|---|---|---|---|
| Expat Romania BET UCITS ETF | ROX | Xetra | Tracks the BET index; broad Romania exposure (also BSE Sofia: ROX1) |
| InterCapital BET-TRN UCITS ETF | ICBET | (via IBKR) | Total-return BET tracker; reachable through IBKR (Ljubljana dual-listing); EUR settlement |
On single names: the London GDRs for Romgaz, Fondul Proprietatea and Electrica have been delisted or wound down, so the local BVB line is now the real route. Digi Communications is a Romanian-origin telecom but is BVB-listed (and Dutch-incorporated), not a foreign-exchange route.
Verdict
Romania is worth covering: a real market with quality utilities, banks and energy names. Unusually for the region you don’t need a local broker for single names — IBKR covers the Bucharest exchange directly — though a Romanian broker like TradeVille is the alternative, and ETF wrappers (ROX on Xetra, ICBET via IBKR) cover broad exposure. The old London GDR shortcut is mostly gone. Researched, not yet opened.
