Short answer
Taiwan is one of the easier markets for a foreign non-resident. IBKR added Taiwan Stock Exchange (TWSE) direct access on July 19, 2023 — one-click permission activation inside a standard IBKR account, no Taiwan visit or local custodian required. On top of that, TSMC trades as TSM on NYSE — one of the most liquid ADRs in the world, accessible through any US-market broker. For most foreign individuals, the answer is TSM ADR for TSMC exposure and IBKR direct for everything else. Local Taiwan broker setup (KGI Bank FINI/FIDI, Yuanta, Fubon) is possible but rarely worth it unless you specifically need a domestic account.
Best practical route
- Interactive Brokers (since July 19, 2023) — enable Taiwan permission in IBKR account settings; direct TWSE access to stocks, ETFs, and TDRs; TWD-denominated settlement with automatic FX conversion; no local custodian needed.
- TSM ADR (NYSE) — for TSMC exposure specifically, through any US-market broker. Arguably the simplest major foreign-equity access in the directory’s coverage.
- EWT / FLTW ETFs (US-listed) — for diversified Taiwan beta; no TWSE access required.
- KGI Bank FINI/FIDI custody — only if you specifically need a direct Taiwan domestic account; bundles TWSE registration, tax number, NTD account, TDCC account, and securities account in one custodian relationship.
For Hon Hai/Foxconn (2317) and MediaTek (2454): use IBKR’s TWSE access to buy the local ordinaries rather than the thin OTC ADR lines (HNHPF, MDTKF), where liquidity and spreads are poor.

Tax, documentation & residency friction
- IBKR route: no Taiwan visit, no local bank account, no separate tax registration required. Standard IBKR onboarding covers everything; Taiwan permission is a checkbox in account settings.
- Local Taiwan account as non-resident: foreign investors register under FINI (Foreign Institutional Investor) or FIDI (Foreign Individual Investor) classification with TWSE. Process involves TWSE registration, tax/investor ID, NTD bank account, TDCC (Taiwan Depository & Clearing Corporation) custody account, and a securities trading account. KGI Bank bundles this into one FINI/FIDI custody relationship. Expect passport, tax forms, POA/custody agreement, and possible notarization — likely remote-capable through custodian, but broker/custodian-specific.
- ARC holders: residents with an Alien Resident Certificate have an easier retail route; pure non-residents face more friction at local brokers.
- Withholding tax on dividends: Taiwan withholds tax on dividends paid to non-residents (20% standard rate for non-treaty countries); ADR holders are subject to bank-level withholding at the same rates. Check your country’s tax treaty with Taiwan.
Offshore-listed alternatives
For investors without IBKR access or wanting diversified exposure without single-name selection:
- EWT — iShares MSCI Taiwan ETF (US-listed); most established Taiwan ETF

For TSMC specifically: TSM (NYSE) is the answer through any US broker.
Verdict
Taiwan is the directory’s clearest example of a world-class equity market that is fully accessible through standard global broker infrastructure. TSMC alone makes Taiwan unavoidable for any global equity investor — and through TSM ADR, it is reachable from literally any US-market broker. The broader TWSE universe (UMC, MediaTek, Hon Hai, ASE Technology, Chunghwa Telecom, banking sector, 1,000+ listings) has been accessible via IBKR since July 2023. In operational terms, Taiwan is as accessible as Japan or Korea despite its Emerging Market classification.
The structural details worth knowing: the FINI/FIDI classification for local accounts, the TDCC custody requirement, the OTC ADR liquidity problem for Hon Hai (HNHPF) and MediaTek (MDTKF) — where local ordinaries via IBKR are cleaner — and the Cayman/ADR structural distinction for SIMO (Silicon Motion). These nuances matter; the access question itself rarely does.
