I have not opened a Greek broker account. Content based on Saxo’s published Greek-equity restriction documentation, Euronext Athens member directory with onboarding-channel labels, DEGIRO Greece market access pages, AADE foreign-individual TIN documentation, and Eurobank Equities / Piraeus Securities public materials.

Short answer

Greece is accessible but DSS/SAT system is the binding constraint: Athens-listed shares require an investor/securities account in the Greek Dematerialized Securities System (SAT), which only a Greek broker or a global broker with Athens membership can create. Saxo explicitly cannot enable Greek cash equities for new clients without a pre-existing SAT account — and will not create one. For EU/EEA residents, DEGIRO is the cleanest route — it lists Athens and sets up the SAT account during onboarding. (Freedom24 / Freedom Finance Europe is also an Athens member, but I’d be cautious: the same group’s Freedom24 (Kazakhstan) arm carries a withdrawal-blocking warning on this site.) For broad exposure without a SAT account, the GREK ETF (NYSE Arca) is the simplest path. No visit to Greece required if you use a digital-onboarding broker; AFM/TIN is obtainable electronically via myAADElive.

Best practical route

EU/EEA residents: Use DEGIRO (lists Athens; available to supported EU/EEA residents; establishes the SAT account during onboarding). Freedom24 / Freedom Finance Europe is also a Euronext Athens member, but the same group’s Freedom24 (Kazakhstan) arm has a withdrawal-blocking warning on this site — so treat it with caution, not as a first choice.

US residents or others outside DEGIRO coverage: GREK ETF through any standard Western broker, plus selected ADRs (OPAP has an ADR program). For specific ASE names not available as ADRs, contact a local Greek broker directly — expect 4–6 weeks for remote onboarding.

For direct DSS/SAT setup: obtain a Greek AFM (tax identification number) electronically through myAADElive first (no Greek postal address required if you appoint a Greek tax representative), then approach a digital-onboarding-capable Euronext Athens member.

Not for direct Athens shares: IBKR has no reliable retail Athens cash-equity access — use it for the GREK ETF, ADRs and the dual-listed names below. Saxo can’t enable Greek cash equities without a pre-existing SAT account (use for CFDs or the GREK ETF only).

The Euronext Athens member directory labels each member by onboarding channel (fully digital / email-based partial digital / physical-presence required) — filter before contacting. Best starting points for remote foreign individuals: Eurobank Equities, Euroxx, or Solidus via email asking specifically about foreign-national, non-resident, cash equity, remote onboarding, DSS/SAT account setup.

Tax, documentation & residency friction

  • AFM (Greek TIN): required to open a DSS/SAT account. Obtainable electronically via AADE’s myAADElive service without visiting Greece. If no Greek postal address, appoint a Greek tax representative.
  • DSS/SAT account: the structural prerequisite for direct ASE trading. Created by the broker during onboarding — not a separate step if you use DEGIRO (or another Athens member).
  • Visit required? No for DEGIRO; depends on the specific Greek broker’s onboarding channel label (fully digital = no visit; physical-presence label = visit required).
  • Local bank account: not required for app-route brokers; Greek local brokers may require a Greek or EU-domiciled bank account for funding.

Offshore-listed alternatives

  • GREK — Global X MSCI Greece ETF (NYSE Arca): broad Greek equity exposure, accessible through any standard Western broker without a SAT account

Greek shipping is almost entirely US-listed (Greek-controlled owners on the NYSE/Nasdaq), reachable through any US-capable broker — e.g. Star Bulk Carriers (Nasdaq: SBLK, dry bulk), Costamare (NYSE: CMRE, containers), Danaos (NYSE: DAC), Capital Product Partners (Nasdaq: CPLP) and Tsakos Energy Navigation (NYSE: TEN, tankers). These are global shipping plays run from Greece rather than bets on the domestic economy, but they’re the deepest pool of investable “Greek” equity offshore. (Safe Bulkers recently added a secondary Athens listing — the first shipping name on Euronext Athens.)

Verdict

Greece sits in a middle-tier accessibility band — easier than markets where a local bank account or in-person visit is mandatory, but harder than IBKR-covered European peers (Poland, Hungary, Romania, the Baltics) where a single global-broker account suffices. The SAT account requirement is the friction point, but DEGIRO solves it for EU/EEA residents without any special legwork. For non-EU investors or anyone wanting specific Greek small/mid-cap names, a direct Greek broker relationship is necessary and takes real administrative effort. The GREK ETF covers most of what foreign investors typically want from Greek allocation in one trade.
